Plant ideas for a sunny/warm area (accent plant)

 Hi-
George started this question some time ago but maybe it needs to be a new post since the area now for this question is a sunny areas in the Central Valley of California.  

I need two accent plants (eye catching) that use more than just foliage but also have a noticeable flower.  If anyone has any ideas, here are some needs:
* Evergreen perennials
*Can take California sunshine in the Valley (not the same as humid sunshine in many areas or even that of coastal areas of CA)
*Outline of plant should be similar to a fountain grass (but I don't want fountain grass)

I've been tossing ideas around but nothing jumps out as "right."  There are some nice lavenders where the grayish foliage would look nice next to the brick that frame this bed but lavender probably will not approach that fountain shape/outline and might not have the pizazz that's needed for an accent plant (although the bluish flowers are nice and they can bloom a great deal).
