What is this shrub?

I took this photo on 13th April 2003.
The foliage is small leaves and glaucous.
I took cuttings. They rooted, and the plant is now growing VERY slowly in my garden.

Do you recognise it?

I'm posting 2 photos. The first is a close up of the flowers
