If its a trial garden, the Roses will definitely be documented and I'd be surprised if they are not labelled Toby.
We are very lucky here in N Ireland to have The City of Belfast International Rose Garden on our doorstep. Here's the official web site of the Rose Society of Northern Ireland administered by my good friend Norman Beck.

Now that is an impressive feat. A few labels have been damaged, but that is to be expected I guess.

The labels in Belfast don't give any indication of the breeding to produce the cultivars being tested. Its a prestigious thing for the Rose Breeders to pick up prizes. I know that Roses are put on a three year trials program in Belfast and the local Rose Judges visit a number of times each year.
Rose week takes place in July each year, and a team of International Rose judges do the final inspection and announce the winners. The marks given by the local judges make up for a large percentage of the final score, as they have inspected the Roses at different times of year.
